President Bidya Devi Bhandari said that the government would prepare the 14th Three-Year Plan, with the purpose of building socialism-oriented prosperous nation based on norms and values of democracy, and would implement it from coming fiscal year 2016/17.

The main objective of the plan would be to build an independent and prosperous state while ensuring basic social service and maintaining food, health, energy and job security to build a welfare state.

The economic policies would be focused on the path of prosperity while strengthening national economy through participation, independent development and complementary role of public, private and cooperatives sector as per the policies and programmes.

Graduating Nepal to Developing Country soon

The upcoming fiscal year would be the year of departure towards prosperity, next five years would be the period of development. Next ten years would be the years to move up the ladder of prosperity. The government, through all these efforts, was determined to graduate Nepal from a Least Development Country to a Developing Country soon and to attain the category of middle-income countries within next 15 years.

The Sustainable Development Goals, as endorsed by the UN, would be incorporated into the plans and annual programmes, and the development goals and strategies up to 2030 would be determined, as the President shared.

Implementation of Financial Sector Developing Strategy

Similarly, a Financial Sector Developing Strategy would be implemented with a view to supporting the economic growth while attaining financial sector stability. Financial means and resources would be mobilized in agriculture, energy, tourism and physical infrastructure sectors, according to the policies and programmes.

In order to ensure access of all to the financial services, provision would be made, with the encouragement of the government, for all Nepali to have bank accounts. Financial literacy programme would be made effective.

Necessary arrangement for PPP

Necessary legal arrangement would be made for public-private partnership to develop physical infrastructure with the participation of the private sector. Likewise, the investment required for operating large-scale projects would be ensured with the establishment of Infrastructure Development Bank.

Agriculture will be developed as dignified and respected occupation

Agriculture would be developed as a dignified, safe, respected and attractive occupation through commercialization and modernization of this sector. Special programme would be conducted by determining different parts of the country as the pocket areas of different food products according to the prospects of comparative and competitive advantage and geographical and ecological conditions.

The farmers would be gradually brought to the social security net by building social security fund with their own participation. Youths would be attracted to agriculture and those youth who have returned from foreign employment would also be integrated to it, mentioned the government’s policies and programmes.

Agriculture loan, crops and livestock insurance

Collective and cooperative agriculture system would be developed to encourage mechanization of agriculture. Fertilizers, seeds, irrigation, technology and access to market of agriculture products would be ensured. Easy access of farmers to agricultural loan, crops and livestock insurance would be arranged.

Establishment of resource centre in each province

Production and distribution of high breeds of livestock such as cows, buffaloes, goats and other would be made systematic by developing Livestock Resource Centres through public, cooperative, private partnership.

Integrated programme would be implemented to make the country self-reliant in animal products within two years through establishment of recourse centre in each province. RSS
