26 May, Kathmandu: President Bidya Devi Bhandari has said that government has focused on the policies of enhancing gender equality, women empowerment, gender mainstreaming and women’s participation.

Presenting the policy and programme of the government for fiscal year 2017/18 in the Legislature-Parliament today, President Bhandari said that in addition to giving continuity to social security allowance, comprehensive social security programme would be implemented.

President Bhandari said that qualitative and quantitative advancement would be made in the science and technology sector while exploring the benefits, opportunities and potentials that could be reaped from this sector for the prosperity of the country.

Similarly, a national plan of action would be implemented with high priority to promote research and development in the science and technology sector, she added.

The government through the policy and programme said that foreign policy would be implemented while revising it as per the needs of changing time. Based on Nepal’s national interest and necessity, relations with friendly countries, including the neighbouring India and China, it would be further strengthened to enhance mutual interest, equality, cooperation and cordiality.

Presenting the policy and programme, President Bhandari said that economic diplomacy would be promoted by employing country-wise strategy to enhance cooperation in trade, investment, tourism, labour and technology sectors as well as continuity would be given to the policy and programme of mobilizing skills and capital of non-resident Nepalis into the development of Nepal.

Likewise, continuity would be given to the task of concluding bilateral agreements with destination countries while making foreign employment safe, dignified and orderly.

The government has focused the implementation of the National Security Policy for the promotion of Nepal’s overall national interest. It said that in line with national priorities, Nepali Army would be mobilized in development works, conservation of national heritages and disaster management.

Similarly, President Bhandari said that with a view to creating an environment for unhindered exercise of people’s fundamental rights as guaranteed by the Constitution, internal security policy would be formulated and implemented accordingly.

Capacity enhancement, modernization of the Nepal Police, Armed Police Force and National Investigation Department would be executed while Nepal Police would be transformed as per the federal structure, she added.

Likewise, the government has focused that the process of transforming prisons into correction centres should be continued and qualitative and efficient service would be provided by using technology in immigration system.

President Bhandari said that public administration would be made clean, competent, impartial, committed to professional integrity, transparent, corruption free, accountable and participative as well as powerful Administrative Restructuring Committee should devise fundamental principles and policies of administrative restructuring and formulate National Civil Service Policy in order to guide the civil service, federal civil service and local service.

A transitional plan for the management of local level staff should be devised for the immediate mobilization of staff at the local level till the Staff Adjustment Bill is approved and implemented.

President Bhandari underscored that good governance should be strengthened by embracing the concept of zero-tolerance to practices of corruption and capacity of the constitutional and public bodies working in the areas of corruption control should be enhanced.

Similarly, the strategic plan of the judiciary should be implemented with priority in order to make delivery of justice effective and credible, and necessary legal and organisational strengthening should be carried out in order to effectively implement the decisions/verdicts of the Supreme Court and other judicial entities, according to the policy and programme.

The government focused that investigation and indictment procedures of the government-filed cases should be made effective through the implementation of the Strategic Plan of the Office of the Attorney General. RSS
