15 July, Kathmandu: Deputy Prime Minister and Minister for Federal Affairs and Local Development Bijaya Kumar Gachchhadar has said that the talks with the major political parties were ongoing to endorse the Local Level Operation Bill tabled in the parliament by upcoming Monday.

DPM Gachchhadar said so at a press meet organized by the Ministry of Federal Affairs and Local Development here on Friday.

According to the Ministry, the recurrent expenditure of the Ministry was 91.1 per cent while capital expenditure stood at 72.61 per cent. While of the total budget, the total expenditure remained at 92.78 per cent as of 13 July, he shared.

DPM Gachchhadar also noted that the Ministry, in a bid to facilitate the operation of local level, has had issued various instructions for the operation of the local levels in absence of the authentic Act.

The DPM claimed that the Ministry’s instruction had prevented the dispute relating to the local level operation between the newly elected people’s representatives and executive officers.

Secretary at the Ministry, Dinesh Thapaliya, clarified that the Ministry had issued instructions to further explain the 22 kinds of constitution-mandated rights granted to the local units.

Secretary Thapaliya added that a total of 64 templates have been dispatched to all the local level so as to maintain uniformity in the recommendations they will furnish.

Furthermore, Secretary Thapaliya said that preparations were underway to determine the numbers of staffers at the District Coordination Committee not exceeding 14 as the local units are entitled with the legislature, executive and judiciary rights. RSS
