Oct. 30,  Tulsipur (Dang),: Secretary of the CPN (UML), and candidate of Dang Constituency No. 4, Shankar Pokhrel, has said that there is a risk of conflict and increasing foreign interference in the country if new constitution was not promulgated.  Pokhrel expressed the view at a programme organised by the Reporters’ Club, Dang at Tulsipur today.

   Pokhrel said that the election to the second Constituent Assembly (CA) would only give an outlet to the country and added that promulgating new constitution from CA for institutionalizing achievements received so far is the main objective of the CPN (UML), so democratic forces should be made victorious for the same.    He claimed that the CPN (UML) would promulgate the new constitution by bringing the Nepali Congress and UCPN (Maoist) into consensus if the CPN (UML) becomes the largest power of the country.

    Pokhrel added that his party has forwarded a mixed system of elected prime minister and ceremonial president regarding the form of governance as directly elected president as sought by the UCPN (Maoist) would be autocrat and a  parliamentary system as prescribed by the Nepali Congress is unsuccessful.  He said that the CPN (UML) has forwarded a draft of federalism with multi-identity to establish identity of all ethnic groups.

 Stating that an integrated development project would be forwarded for the development of Dang, Pokhrel said that alternative highway should be constructed in southern part of Dang.  Pokhrel assured that the CPN (UML) would take initiative for upgrading of Dang-Surkhet road section and the Tulsipur-based airport to develop the Tulsipur Municipality as a centre of mid-western development region.
