3 Jan, Biratnagar: CPN (UML) senior leader and former Prime Minister Jhalanath Khanal on Saturday said the country’s constitution was a historical achievement for Nepali society’s development.

Addressing a CPN (UML) Koshi regional activists gathering in Biratnagar, leader Khanal termed the constitution as a ‘progressive document’ and made it clear there were provisions for amending the constitution in line with people’s demand.

Speaking of the deep relations existing between the people of Nepal and India, leader Khanal said the Indian government’s undeclared blockade had rendered the daily lives of Nepali people difficult to lead.

We should be proud of a constitution promulgated bearing the signatures of 90 per cent of the total number of the Constituent Assembly members, Khanal said, adding that the constitution has a socialist inclination.

On the occasion, CPN (UML) leader and former Prime Minister Madhav Kumar Nepal argued that an illusion was being spread in Tarai-Madhes in relation to the provisions in the new constitution and that it was necessary to dismantle it. He stressed on need to alert the people in every village on the rights insured by the new constitution.

He said that although 80 electoral constituencies of the existing 167 were located in Tarai-Madhes the accusation from United Democratic Madhesi Front (UDMF) that it were not based on population was false.

He expressed belief that the amendment bill for determining the electoral constituency on the basis of proportionality and population would see passage in the parliament.

CPN (UML) Standing Committee member Shanker Pokharel said his party was prepared to face the challenge of implementing the new constitution and that it bore the onus of carving out the future course of the country.

At the programme, CPN (UML) Koshi Regional in-charge Jivan Ghimire, central member Mahamood Ansari, Mechi Regional in-charge Hikmat Karki and Sagarmatha Regional in-charge Jagannath Khatiwada put forth their views.
